Get way farther in the game. She's not even in town at the beginning of the game, so you can't meet her until characters from the main storyline talk about asking her to visit. At which point she will soon show up at the hospital.

Yes, you can go back to the girl and re-play the event without time consumption.

can't find a girl from the city section, possibly a character that got added later, playing on an older save that i've been updating over time
She shows up later in the story.

How do i meet the fourth charater in the main gilrs/ city section (Joan Torare)? I have never seen her, no idea where to meet her.
